Partner Role Creation in EWM for Outbound delivery

Dear Gurus,

In Transaction /SCWM/PRDO , under tab "Partner" I need to add another partner

Role (for the delivery) which does not exist in ECC.

When I click on Create button , a popup appears for entering Partner Role

Here I assign my custom Partner Role(Created locally in EWM).

it gives a error " Creation of Prtner Role XXXXX  not allowed."

Is there any way to assign the Partner ROLE here.
